If it hadn’t been commissioned or an agreement made for it then it’s graffiti. If the council subsequently commission its replacement then I’m all for it. I agree with the sentiment behind the original but for me Graffiti is graffiti.

At first I Thought they shouldn't apologise because councils should clean up graffittee, regardless of The message. Then my has dropped when I saw another picture and realised that actually they only covered this part up and left the rest of the graffittee on the wall....
