Chair of the health select committee, Jeremy Hunt asks Matt Hancock whether the govt has considered giving local leaders the powers to reduce the R number in their area, with the condition that if they fail to do so the govt will 'take back control'.

He told MPs:"The message to everybody in the North East is there are early signs this is starting to work but we're not there yet. Mr Hancock responded:"Of course we put the most support into the areas that need it most and this approach that the government's taking of targeting the support and the measures on the areas where they're needed most is at the core of how you, as he put it, retain the consent of people whilst we go through these difficult actions."

"The restrictions would be similar to the initial lockdown in March, although it's thought that schools will be kept open and the construction industry protected under the proposals. "We're rolling them out across hospitals and across care homes to test patients and residents yet more regularly to keep people safe and for schools and universities so that we can keep education open safely through the winter.

The Health Secretary added:"Our local Covid alert level system means that we can have different rules in places like Cornwall where transmission is low to Liverpool where transmission is high and rising." He told members of the London Assembly Police and Crime Committee that hate crime of all types has risen by 17% in London in the year to September, and 25% nationally.

"Most of those remain at the aggravated stage rather than the motivated stage, so there will be an argument about something - and one of the most common triggers actually currently is the use or not of face masks."15:26Voters were told to arrive alone and wear face masks at the drive-through stations being used amid a spike in coronavirus cases.
