Just because it happened to a man it doesn't make it a double standard. Men can be sexually harassed as well and a woman could be attracted to bald men and make an inappropriate comment. The panel applied the law, just because it was a man it does not make it any less legitimate.

This is completely incorrect. They decided it was sex-based harassment, not sexual harassment. Very different things. This is a big enough mistake to warrant a correction.
