How old is your child? Because I'm with you not so much on the laughing but defiant behaviour. The only way I got her out of it was that I initially told her what she did was unacceptable and why, but instead of laying out the punishment straight away I would advise her that there would be a consequence at a later time.
I found it gave her time to think about what she had done and essentially think more about the punishment. It also gives you time potentially to calm down as doling out angry consequences often mean you end up going backwards. You just have to remember and don't cave in as consistency is key.
