Ukraine is now more corrupt than at any time in its post-Soviet history. Fighting corruption is hard at the best of times. During a war must be an herculean effort, but even more necessary. This is also reflects on the values Ukraine is fighting for. Really there is no way of knowing where all the money is going...one of the tradeoffs but at somepoint american taxpayers might complain...
