n May, the publisher was criticised by a student for asking whether slavery in the southern states before 1861 “could be justified”. The question was part of an exercise looking at the American civil war.

It's asking to what extent, not has it been exaggerated. It's not inappropriate and can show the understanding of the subject that the student sitting the exam has. Hey, go ahead and be 'horrified' though ffs...
