Latest coronavirus figures for each area of England show 13 places not in Tier 3 but where cases are rising worryingly fast.
Some of the emerging hotspots have seen cases nearly double and others are up by almost 50% - but none are so far in the strictest 'very high' category of the three-tier system.
While the North West and Yorkshire remain the worst-hit areas, as the full list of areas below shows, the Midlands is fast emerging as the next area of major concern.
The latest stats show the rolling seven-day rate per 100,000 people of new cases for the seven days to October 26.
In the borough of Charnwood in Leicestershire - containing Loughborough - which is going into Tier 2 from tomorrow, the case rate has increased from 315.3 in the previous seven day period - 586 cases in total - to 494.5 - 919 cases in total.

In South Staffordshire, which is also going into Tier 2 from tomorrow, the case rate has increased from 237.5 in the previous seven day period - 267 cases - to 401.1 - 451 cases.
And in Bristol, where on Wednesday the Mayor Marvin Rees invented a 'Tier 1-plus' coronavirus level not seen anywhere else in the country, the case rate has increased from 263.9 in the previous seven day period - or 1,223 cases in total - to 385.0 - or 1,784 cases in total.
Among places experiencing sharp rises in case that are not in Tier 3, are Charnwood - which is in Tier 2; South Staffordshire - Tier 2; Bristol - Tier '1+'; Gateshead - Tier 2; North East Lincolnshire - Tier 2; North East Derbyshire - Tier 2; Derby - Tier 2; South Derbyshire - Tier 2; Cannock Chase - Tier 2; Chesterfield - Tier 2; Walsall - Tier 2; Erewash - Tier 2 and Hull - Tier 2.

The figures, for the seven days to October 26, are based on tests carried out in laboratories - pillar one of the Government's testing programme - and in the wider community - pillar two.
Data for the most recent four days, October 27 to 30, has been excluded as it is incomplete and does not reflect the true number of cases.
Blackburn with Darwen continues to have the highest rate in England, with 1,150 new cases recorded in the seven days to October 26 - the equivalent of 768.2 cases per 100,000 people.
This is up from 635.3 cases per 100,000 in the seven days to October 19.
Oldham has the second highest rate, up from 507.8 to 703.5, with 1,668 new cases.
Wigan is in third place, where the rate has risen from 495.0 to 687.3, with 2,259 new cases.
Other areas recording big jumps in case rates include Doncaster (up from 400.8 to 568.5, with 1,773 new cases); and Mansfield (up from 212.2 to 376.9, with 412 new cases).
The list is based on Public Health England data published on October 30 on the Government's coronavirus dashboard.
It comes as official papers today reveal the coronavirus second wave is now almost certainly worse than the government’s “worst-case scenario ”.
SAGE experts are convinced that a new national lockdown is the only chance of "saving Christmas", believing it is now inevitable that the whole country will end up in some form of lockdown if we are to prevent more than 500 Covid deaths a day over Winter.
But scientists warn the current expansion of Tier 3 will still not be enough to combat the virus.
Tory ministers are refusing calls to impose a full-blown national lockdown like in France but have not ruled out a new, even stricter Tier 4.
And while the UK coronavirus R rate has dropped for a second week, it is still as high as 1.5 in some areas.
