On Monday , the 17-year–old boy pleaded guilty to three fresh charges of sexually penetrating a minor below the age of 16.
Reformative training is a regimented rehabilitation programme for offenders under 21 who commit relatively serious crimes, while probation is usually offered to first-time offenders between the ages of 16 and 21 and does not result in a criminal record.Deputy Public Prosecutor Jeremy Bin told the court that the latest case came to light on Sept 8 last year when the police were informed that the 13-year-old girl, who had been reported as lost, was found.
And on the afternoon when the girl was found, she was also at the boy’s house where they again had sex with each other, DPP Bin said.DPP Bin, who called for a reformative training suitability report, highlighted that the boy reoffended immediately after a probation order was issued for his previous offences.
He added that earlier probation reports stated that the boy “self-reported distancing himself from young female acquaintances”, and his risk of reoffending is therefore low.
