So will the government chose to employ them over locals first so they can pay the bond back or give them PR and then make them more employable as it looks better on statistics then if they are employed. I see no other option the government would take.

Shouldn’t the resources / bond be given to Singaporeans and target areas or industries that requires more value added skills rather than be dependent on overseas students to build up our future workforce ?
