But TRO on ban still in effect MANILA – The Supreme Court has junked petitions questioning the Metropolitan Manila Development Authority’s ban on bus stations along EDSA, saying the petitions should

have been filed before lower courts instead.

“The logic behind this policy is grounded on the need to prevent inordinate demands upon the Court’s time and attention which are better devoted to those matters within its exclusive jurisdiction, as well as to prevent the congestion of the Court’s dockets,” it explained. Salceda said the measure is “anti-poor” and against “probinsyanos,” or people who hail from provinces.

But the Supreme Court did not even look into the merits of the petition, explaining that their arguments, such as how the ban was approved and its effect on traffic congestion, require determination of facts which the high court cannot do.

The Supreme Court should create a system that automatically decides if a suit is filed at the proper court. It shouldn't take SC justices weeks of deliberations to decide on something as simple as this! Such a waste of time and resources! Why can't they automate this?
