 METRO Manila’s water allocation from Angat Dam has been retained to ensure ample supply for the metropolis amid the coronavirus disease 2019 (Covid-19) pandemic, the Metropolitan Waterworks and Sewerage System (MWSS) said.In a statement emailed on Monday afternoon, MWSS Administrator Emmanuel Salamat said the allocation was retained at 48 cubic meters per second (cms) until end-June as the agency requested to the National Water Resources Board (NWRB).

The MWSS also requested the two concessionaires to implement an equitable distribution of water allocation, deliver better services and support government efforts during the general community quarantine in the National Capital Region.Salamat said the “overriding reason” behind this request was to ensure ample water supply in protecting human health against Covid-19 and sustain the current water demands that are at an all-time high due to higher than normal temperatures for this time of year.

The MWSS also made this appeal on the premise that the continued allocation of 48 cms from the dam remains sustainable, citing the Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (Pagasa) rainfall forecasts.Pagasa’s probabilistic rainfall projection from June to November indicates the Angat watershed would receive above-normal rainfall. “A promising assurance that Angat’s water level would rise further with the incoming rainy conditions.”

It also mentioned NWRB’s estimates that with the current allocation, the dam would still be at a comfortable level of 188 meters, or more than 8 meters above the critical level.Moreover, the MWSS projected inflows of 55 cms from the Umiray-Angat-Ipo tributaries, which it said would offset the drawdowns from Angat.

Ipo Dam and La Mesa Dam elevations in May, though still below the ideal operating level of 101 meters and 80 meters, respectively, are within the manageable levels. It is projected to gradually increase in the forthcoming rainy season.Last month, NWRB Executive Director Sevillo David Jr. announced water allocation for domestic use was raised to 48 cms from 46 cms to reduce the rotational water service interruptions being experienced in the service areas of Manila Water Co. Inc. and Maynilad Water Services Inc.

With that, almost 100 percent of customers in the East Zone experience 24/7 supply while about 80 to 90 percent customers in the West Zone have round-the-clock supply, and daily rotational water service interruptions are isolated only during off-peak hours in “high demand” and elevated areas, allowing customers there to be better prepared in storing water for their daily needs.

Meanwhile, water treatment plants operated by the water firms that process raw water from Laguna Lake operate at full capacity to narrow the total supply gap in the service area.Aside from that, the total yield from all operational deep wells has reached 40 million liters per day.
