The Office of the Presidential Assistant to the Visayas (OPAV) revealed the plan following a meeting with the Visayas Vaccination Operations Center (VVOC), Department of Health in Central Visayas (DOH-7), and Project Balik Buhay (PBB). The service is also available 24/7 in airports across the country, including the four terminals of the Ninoy Aquino International Airport, Clark International Airport, Davao International Airport, Iloilo International Airport, Kalibo International Airport, Laoag International Airport, Zamboanga International Airport, Panglao International Airport and Caticlan (Boracay) Airport; at LRT-1 and MRT-3 stations; and at seaports in Batangas, Mindoro Oriental, Sorsogon, Masbate, and Palawan in Luzon; Negros Occidental, Negros Oriental, Aklan, Cebu, Iloilo, Leyte and Bohol in the Visayas; and Misamis Occidental, Zamboanga del Norte, Surigao del Norte, Zamboanga del Sur, Davao del Sur and Misamis Oriental in Mindanao. He also said that both the South Bus and North Bus terminals have sustained damage due to typhoon Odette so the vaccination might have to be done inside the buses. The management of Ceres Bus had already agreed to have vaccinations conducted inside their buses, Montealto said, adding that he expected other bus companies to also allow vaccinations inside their buses. Fully vaccinated people who come in close contact with virus carriers will no longer be quarantined, but they will be required to report their daily health conditions to health officials before being tested within six or seven days. Ceres buses account for 70 percent of buses plying Cebu routes. The facility is the LTO 7 Malasakit Licensing Office which RD Caindec said could be used as a vaccination site for the Public Utility Vehicle Modernization Program (PUVMP) drivers. The move of OPAV, IATF Visayas, and DOH 7 to set up vaccination sites at transport terminals aims to increase the accessibility of jabs to the most number of people. Despite the benefits of faster results, officials had previously been reluctant to depend on rapid testing as they are known to be less accurate than PCR tests, which require large numbers of health professionals administrating nasal and throat swabs and high-tech laboratory machines analyzing samples. Currently, vaccination sites are located inside shopping malls, schools, and gymnasiums. Based on the Vaccine Operation Reporting System (VORS) as of January 24, 2022, a total of 5,035,560 vaccine doses have already been administered in the entire Cebu. He acknowledged the new approach may result in “disadvantages in the diagnosis and infection prevention of low-risk groups.
