A September 5 BuCor letter addressed to all superintendents of BuCor Operating Prison and Penal Farms instructs them to establish temporary holding areas for returnees, vaguely describing the President’s order for the surrender of “all the 1,914 PDL who were released through the granting of RA 10592.”
