"Ang ating instruction, once the local government has already received the vaccines, they can start [administering]," ani Arevalo.Ayon sa DOH, ang unang batch ng Sputnik V — na dumating sa bansa noong Sabado — ay gagamitin para sa simulation o pilot run bilang paghahanda sa pagdating ng mas malaking bulto ng mga bakuna.Ayon naman kay testing car Vince Dizon, tuloy-tuloy ang paghahanda ng mga local government unit sa pagtanggap at paggamit ng Sputnik V vaccines.
