The Office of the Solicitor General has sided with a Bohol governor who was tagged in the multi-billion peso Priority Development Assistance Fund scam when he was Agriculture secretary.
“The OSG characterized the [Ombudsman’s] action as wantonly in violation of the laws of evidence when it lumped all the implementing agencies and Me in determining liability. The OSG said that there was not a single piece of evidence showing my participation in the implementation of the assailed PDAF contracts,” Yap said.
Yap is accused of funneling ₱62 million from the PDAF of former Misamis Occidental 1st District Rep. Marina Clarete to bogus non-government organizations when he was Agriculture secretary.The case against Yap is pending before the Sandiganbayan, which has ordered a 90-day preventive suspension against him.
Yap is a close ally of the administration, running for Bohol governor under the ruling Partido Demokratiko Pilipino–Lakas ng Bayan party.
