“The current framework does not cover a comprehensive action plan for LGUs with regard to evacuation and post-recovery operations, which should be at the heart of the country’s disaster response policy,” Tolentino said in a statement on Tuesday.
“Payment, from the local government unit or the national government in case of incapacity of the former, for the use of such private institutions shall be made after such use,” the bill noted. “Being the first responder, our LGUs must be fully equipped not just with proper training, but also a comprehensive plan that they will use in case of emergency cases like the sudden eruption of Taal Volcano which caught everyone by surprise,” Tolentino said.
