With 21 affirmative votes, zero negative votes, and one abstention, Senate Bill No. 1219 hurdled the Upper Chamber, following a certification from President Rodrigo Duterte calling for its immediate passage.
“We dispute the proposition that it will increase substantially as to adversely affect the government resources…[but] we do not want to stand in the way of the salary increases. As they say, a glass half-full is better than an empty glass,” he added. “As much as we like to do that, these are not things that we can do with just a mere speech or stroke of the pen. These are things that need to be thought out well because this is taxpayers’ money,” Angara said, citing the need for more funds for the implementation of the Universal Health Care and the tertiary education programs.Under SB 1219, the salary adjustments will be implemented in four tranches starting January 2020 and shall increase every year until 2023.
Incumbent legislators, the President, and the Vice President are not included in the salary increase.Meanwhile, the House of Representatives also on Monday evening approved on second reading a bill granting salary increases to civilian government personnel, including nurses and teachers, within a period of four years starting January 1, 2020.
