Leila de Lima and former interior secretary Mar Roxas, to explain the implementing rules and regulations of the Good Conduct Time Allowance law. This amid the controversy surrounding the early release of heinous crime prisoners under the 2013 measure.

But Roxas says the IRR of the GCTA Law should not be blamed. Instead, those who allowed the early release of the convicts should be the ones investigated.
