Senatorial aspirant and former presidential spokesman Harry Roque said the government’s “no vaccination, no ride” policy does not contravene the Constitution or infringe on human rights.

“The 1987 Constitution vests police power on the Philippine President to uphold the public health of Filipinos. In many of its rulings, the Supreme Court has recognized these inherent police powers invested in the State,” Roque said. Roque said the policy is not discriminatory and that “unvaccinated individuals can still take private vehicles so that the lives and well-being of the greater majority are not compromised.”

“Everyone in the executive department must support the President’s call for every Filipino unequivocally to get vaccinated against COVID-19,” he added. Roque principally authored the Universal Health Care law, which has enabled the government’s COVID-19 vaccination program and free PCR test for medical frontliners.
