Neophyte Senator Robin Padilla on Friday formalized his advocacy for a shift to a federal form of government.

The actor-turned-lawmaker, through his legislative staff, filed the resolution on federalism on Friday.

He also filed resolutions for the creation of the Congress-Parliamentary Bangsamoro Forum, for the appointment of the Marawi Compensation Board, and for the joint exploration of the West Philippine Sea.During the first round of filing, Padilla listed the proposed Medical Cannabis Compassionate Act and the Divorce Act of the Philippines among his top 10 priority bills.

Also included in his first 10 bills are the proposed Equal Use of Languages Act, bill suspending excise tax on fuel products, Magna Carta of Barangay Health Workers, Equality and Non-discrimination Act, Civil Service Eligibility Bill for casual and contractual government employees who served at least five years in the government, the Regionalization of Bilibid Prisons Bill, and the Mandatory Reserve Officers Training Corps Act.

Completing his top 20 bills in the 19th Congress are the proposed Local Development Fund Act, the Nursing Home for Senior Citizens Act, the Civil Unions Act, the Eddie Garcia Act, the Inclusion of Philippine History in High School Curriculum bill, and the Unsung Heroes Day.
