A lawyer-turned-congressman is opposing the inclusion of an alleged provision in the proposed bill creating a department for Overseas Filipino Workers (OFWs) that could phase out the deployment abroad of Filipino household service workers, or HSW.

Rizal 2nd District Rep. Fidel Nograles, one of the measure’s backers, noted that there’s a debate over the particular provision, which would no doubt have a huge impact on OFWs given the prevalence of HSWs.The provision sets a five-year timeline for the government to ensure that only skilled and semi-skilled Filipino workers are deployed after the deadline. Some experts have noted that the provision may not include HSWs.

“HSWs are historically the most vulnerable among the OFW sector. Sila ang nabibiktima ng human trafficking at pang-abuso ,” Nograles said. The need for the measure was highlighted in recent weeks by the conflict between the United States and Iran, which pundits said would set the Middle East ablaze if it escalates into a full-blown war. There are over a million OFWs in the Middle East.
