The International Committee of Red Cross has offered to donate to the Bureau of Corrections internet and equipment that would allow “E-Dalaw” or online visitation for persons deprived of liberty .
In a statement, BuCor said that a meeting with ICRC, represented by Dennis Burcer, was held last Sept. 6 with the bureau’s Information and Communications Technology Division chief CT/SInsp. Francisco G. Salvador.
BuCor said that “E-Dalaw” is a gateway “to connect the PDLs to their families through an on-line platform, hence, continuous communication can be established without physical contact as part of humanitarian effort for the rehabilitation of PDLs.” The COVID-19 pandemic “has a big impact in the country’s national prisons and mostly affected are the spouses and family members of PDLs who want to visit them in BuCor prison facilities,” it pointed out.
