The Philippine National Police (PNP) has admitted that it may not be able to account for all the 1,914 heinous crime convicts, who were freed through the Good Conduct Time Allowance (GCTA) Law but were ordered to be returned to jail by President Duterte.

The 15-day deadline given by President Duterte for all these convicts to surrender will lapse on September 19. The following day, a nationwide manhunt will start for those who would not yield.

The PNP was at the forefront of running after the GCTA-freed convicts, owing to its experience in hunting down wanted persons with institutionalized mechanisms in doing so. “It’s part of our mandate to arrest wanted persons. Remember we have an Oplan Manhunt Charlie. Now we have our tracker teams that go after people or criminals or suspects that have warrant of arrest,” said Albayalde.

Albayalde, however, expressed confidence that more freed convicts would be accounted once they start the tracking after the September 19 deadline.
