MANILA - Pharmally Pharmaceutical Corp's failure to deliver complete RT-PCR test kits hampered the Philippines' ability to test Filipinos for COVID-19 at the height of the pandemic last year, a senator said Friday.
"Kung mahusay yung Pharmally at alam nila ang ginagawa nila, hindi dapat dinelay para sabay nagamit," he said. Pangilinan also questioned why the Department of Budget and Management's Procurement Service - which bought the items in behalf of the Department of Health - failed to flag the delayed deliveries from Pharmally.The PS-DBM said it "only procures based on the submission of the DOH."
