Panelo added that Duterte, given his unlimited resources, might have had his own investigation on the matter for him to conclude that Espenido was a victim of black propaganda. “He always relies on the presumption of innocence of all people unless you show him na hindi ,” he continued. He asked those coming up with the list to think twice before putting names because this may ruin the career of their colleague.
