Presidential Spokesman Salvador Panelo conveyed the Palace’s indignation about the death of another overseas Filipino worker (OFW) in Kuwait, after the departments of Labor and Employment (DOLE) and of Foreign Affairs (DFA) confirmed that Jeanelyn Padernal Villavende was killed, supposedly by her female employer.

“The Palace expresses its outrage over the death of Filipino worker, Jeanelyn Padernal Villavende, allegedly [at] the hands of her female employer who is now in the custody of Kuwaiti authorities,” Panelo said Wednesday.

The Palace extended its condolences to Villavende’s family, assuring them that the Overseas Workers Welfare Administration has been directed to provide burial and livelihood assistance as well as a scholarship to her family. At least two other Filipino workers have died in Kuwait since 2018. In February 2018, President Rodrigo Duterte lashed out at the Kuwaiti government after learning about the death of domestic worker Joanna Demafelis who was found dead inside a freezer in an abandoned apartment a year after she was reported missing.

In May 2018, the Philippines and Kuwait signed the MOA and agreed to all of Duterte’s conditions which included OFWs getting a day off, being able to cook their own meals, getting at least seven hours of sleep, having their own cellphones, and ensuring their passports are not confiscated.
