Nilinaw ni dating Sen. Chiz Escudero na isinama talaga ng mga nagsulong ng GCTA ang mga nahatulan ng heinous crimes sa makikinabang dito.

Binanggit ito ng dating senador at ngayon ay governor ng Sorsogon matapos ianunsiyo ng Department of Justice na hindi na kasama ang mga nakulong dahil sa karumaldumal na krimen sa mga maaaring makinabang sa pinalawig na GCTA.

Taliwas ito sa revised implementing rules and regulations ng DOJ na nag-iitsapuwera sa mga heinous crime convicts. "Doon sa totally disqualified, walang effect yung irrevocability kasi from the very beginning dapat alam nila na wala silang entitlement sa GCTA," ani Perete.
