It was during De Lima's and Roxas' time when the Department of Justice and the Department of the Interior and Local Government published theMartires' letters dated September 6 have a tenor of agreement that the GCTA law excludes heinous crimes – a legal contention that can reach the Supreme Court as it would affect 1,914 heinous crime convicts already released and a thousand more that are still inside prison.
The pertinent provision clause is:"That recidivists, habitual delinquents, escapees and persons charged with heinous crimes are excluded from the coverage of this act."
GCTA is exactly for persons convicted with heinous crimes. The great deduction of time are suitable for reclusion perpetua sentence. The forgiveness clause is in the accordance of the Word of God. Excluding them is unchristian.
