Foreign Affairs Secretary Teodoro Locsin Jr. on Thursday expressed apprehension over China’s imposition of the National Security Law in Hong Kong that fortifies Beijing’s rule over the territory.

“It’s been observed — by me mainly — that laws which seek to discourage challenge invite challenge; to impose order invite disorder. And when a crackdown follows it appears to justify both the challenge and the disorder. So sometimes national security laws invite insecurity,” Locsin said in a tweet.

The law’s implementation also coincided with the 23rd anniversary of Hong Kong’s handover to China by the British who ruled the former Crown Colony for 156 years. Tejada said the new law was obviously directed on the series of rallies that marred one of Asia’s most vibrant financial hubs.
