At past 9 pm on Tuesday, May 24, a visibly frustrated Senate Majority Leader Juan Miguel Zubiri admonished the Commission on Elections after the joint canvassing committee found that the certificates of canvass for Pampanga and Sultan Kudarat were not inside their respective ballot boxes.
Zubiri is co-chair of the 18th Congress’ joint panel for the canvassing of votes along with House Majority Leader Martin Romualdez. “They have only one job and one job to do – which is to insert the COC of the province for president and vice president, and deliver it to the Senate. One job and one job only. How can they be remiss in their job?.. Therefore, we admonish the Comelec for this non-action or non-appearance of these COCs,” said Zubiri.
As of posting, the joint committee is set to open the ballot boxes containing the election returns for Pampanga and Sultan Kudarat in case the COCs were mistakenly placed inside. An hour earlier, the COC for Surigao del Sur was also deemed missing. It turned out the document was left at the office of the provincial election supervisor April Joy Balaño after it was mixed along with the COCs for other positions. She was then directed to take a picture of the COC and send via Viber, to allow the joint panel to physically print the photo at the Batasang Pambansa.
