File photo by Ed Jones/AFP MANILA, Philippines – South Korea is the only country, so far, to flatten the curve of new coronavirus cases without resorting to extreme measures such as lockdowns. From new 909 cases recorded in a single day on February 29, new COVID-19 cases in South Korea dropped to 64 less than a month later, on March 23. As of Wednesday, March 25, the total number of cases in the country stood at 9,137 with 126 deaths and 3,730 recoveries. While South Korea has become a world model in slowing down the coronavirus pandemic, its officials led by President Moon Jae-in have repeatedly stressed that there's no room for complacency in fighting the disease. South Korean Ambassador Han Dong-man shares via email his country’s experience in managing the coronavirus outbreak in this Q&A with Rappler editor-at-large Marites Vitug. COVID-19 cases in South Korea have dropped. What factors do you attribute this to? Although Korea made headlines last month for being one of the countries with a large number of confirmed COVID-19 cases, the Korean government addressed the incident by putting the word TRUST into a whole new level – an effort which did not go unnoticed to the international media and the World Health Organization. TRUST is characterized by Transparency, Robust Screening and Quarantine, Unique but Universally Applicable, Strict Control, and Treatment. The government’s rapid response to the outbreak, from swift deployment of innovative drive – through testing stations, creation of mobile applications and quarantining capabilities, to reporting of accurate and transparent data and the strict monitoring and investigations of the contacts and finally to their intensive treatment, I believe were of great importance, attributing to the recent drop in the number of confirmed cases and the increase in the number of recovery cases in Korea. South Korea has given the Philippines test kits. Did your country develop these kits? And how? To clarify, Korea has not donated any test kits yet to the Philippines. But rather the Department of Health imported test kits from Korea . But yes, those test kits for COVID-19 were locally developed in Korea in line with the WHO guidelines. According to Korea’s Blue House, 17 nations have already asked for the test kits through government channels such as Korean government offices abroad and foreign government offices in Korea, while 26 other countries have asked Korea to send protective goods including the test kits or dispatch health officials. In addition, these urgent export requests, the test kit producers in Korea have also received direct calls about export from about 30 countries. Lessons other countries can learn from South Korea. The rapid increase until last month in the number of confirmed cases in Korea was due to the government's capacity to run up to 19,000 diagnostic tests per day and the intensive epidemiological analysis of high-risk groups. In the early phase of the outbreak, the government made hospitalization mandatory for all confirmed cases regardless of the severity of symptoms. A Patient Management Team composed of medical professionals categorizes confirmed cases into 4 groups according to the severity of their symptoms. Those in the mildest group were accommodated in the temporary treatment facilities and those in the remaining three groups were immediately put under hospital care in national infectious disease hospitals or other government-designated medical institutions. Those quarantined in treatment facilities that develop more serious symptoms requiring treatment were promptly put under hospital care. At the same time, the government also focused on speedy recovery of those infected with COVID-19 through the advanced medical care. Although COVID-19 infection can manifest with little or no symptoms, the sheer diagnostic capability of the government made early detection possible, thereby providing treatment at the earliest possible stage, and increasing the likelihood of successful recovery. SOUTH KOREAN ENVOY. South Korean Ambassador Han Dong-man. Photo from the Facebook page of South Korean Ambassador Han Dong-man Please explain why South Korea didn't enforce any lockdown. One of the most important things that the Korean government is committed to is complying with WHO recommendations, i.e. that measures in relation to international traffic that significantly interfere with the movement of people and goods during public health emergencies, need to be proportionate to the public health risk, be short in duration, and be reconsidered regularly as situation evolves. On 30 January 2020, in declaring the outbreak of COVID-19 infection as a Read more: Rappler

All lies The problem was we treated the pandemic as a PR issue rather than a health problem, the same mistake as China. With the volume and unhampered flow of Chinese coming in, we should have at least prepared w/ testing kits. Oh, we also didn't want to offend China is another problem.

Yeah. There was no lockdown, unlike here. Hahaha but wait, they know the word discipline 🙊 Well it looks pretty clever to me! Once this virus has got out of control, like in Italy... the lockdown doesn't matter as huge number of cases everyday. kung sana yang budget na nilalaan para sa panlaban sa virus pati mga mayayaman sa buong pilipinas mag donate at yung ibang tao may kakayahan magdonate at makaipon ng fund para sa mass testing malalaman sino ang positive at e quarantine.

It’s very impressive how they produce a lot of test kits for such little time. Mass Testing stopped the spread of covid19. ideal but do we have the same resources? we dont? 'kung maiksi ang kumot, mamaluktot' sounds right dba? we shld plan and work on what we have. we dont have enough so, wash our hands and stay home and observe quarantine. the sooner we accept it, th better for us.

SoKor produces their own test kits kaya hindi problema sakanila yung mag test araw araw kahit hundred thousands pa yan di sila mauubusan. JS tigerandragon Effective for them ..they trained to be disciplined. Disciplined people. 2 kung palagay nyo mas matalino kayo edi sana kayo ang tumakbo.. we cannot compare SoKor to PH kasi maraming differences. Gobyerno, tao at mindset.

Great job, S. Korea! Proud resident here.

And they have 9,241 total confirmed cases now. 🤷‍♂️ Death toll 131 😔 matthaig1 Testing, testing, testing News header appears very political. We don't have the facilities they have. Stop comparing We’re way far from what they’re capable of. So just be contented of the EXTREME MEASURE that the government is doing to control the outbreak. Don’t complain. Stay at home!

Bec they’re sensible enuf to heed govt warnings. But here? If we didn’t hv the lockdown, Pinoys would be all over the place, w/o a care in the world, out of either defiance or plain ignorance. And then who knows where you’ll be? South Korea & Philippines are different. SoKoreans and Pinoys are far more different. Don’t amplify your stupidity.

thissamone Mayaman sila. Strikto sila. Sumusunod mga tao sa kanila. Bobo tayo So meaning? Eh hw abt comparison to Italy? The difference is, South Korea has top notch IT infrastructure and government had a concrete plans & implementation protocols. Also, the people were disciplined & responsible in complying what needed to be done. Sana all.

Koreans are diciplined people. Di yan pwede sa pinas.

camillesreyes kung sana displinado rin ang mga pilipino tulad nila... and the fact na maliit palang ang number of cases ng pinas kulang na sa hospital wala pang pagkakaisa ang mga namumuno sa gobyerno... hanggang lesson to learn na lang talaga itong article na ito... Koreans are disciplined, Filipinos are not. Simple

South Koreans are more disciplined citizens compared to Filipinos. I hope this lesson will enable our country to be better equipped and prepared in the future. We many not have the resources South Korea has but moved towards the right direction will lessen future suffering.

See the big difference?. Walang rappler sa south korea. Basura ka talaga rappler. Eh si China kase ang buddy niya kaya yun ang ginaya niya haha. we should also consider the attitude of of the people-discipline. pila pa nga lang hindi na masunod... or compliance palang sa paggagamot. if youre a Filipino, alam mo sinasabi ko

It's given becoz Korea can afford for it, y rappler keep politicizing? Waz up w/u?

E kasi tayo nung early phase ang sabi wag magpanic mamatay naman daw through natural cause 😌 beckybecca07 It’s impossible for countries with large populations. Lol. India did all that AND imposed lockdowns. It’s necessary. safasmael and people’s cooperation They had a school lockdown concentrated in Daegu (center of epidemic) and of course mass testing. CopingWithCOVID19

Lol! Korean citizens and government super layo nila compare to Philippines. They more discipline. Plus their economy, sobrang baba natin. In my own understanding, nag lockdown to minimize the transmission kasi we have to admit, marami tayong kulang Ch2KTUU adndotcom ancpublichealth maybe we should copy this to flatten the curve.

Mas magastos p yung community quarantine. pmbekind South Korea has very strong go players as do China and Japan Go teaches containment We in the US will have a very hard year ahead of US there will be much suffering it is going to suck be ready be safe Pi

Never compare Philippines to Korea kasi they follow the rules e ang pinoy, puro reklamo dami marunong. Pwe Ang South Korea sila sila nagtutulungan..di sila nagpapatalo sa issue..Remember nong bumagsak ang Economy bawat isa sa kanila nag Donate..May Pagkakaisa sila..Di natin puede Ikumpara ang Sk sa Ph...Pinoy kapwa Pinoy nalang ikumpara nyo..Naghihilahan pababa.. Sorry pero totoo..

Filipinos are very different to Koreans. Una palang sa pagiging disiplinado. Nag lockdown sila pero sa Daegu lang and we can't just lockdown the whole Metro Manila only here in our country kasi sa social distancing pa nga lang wala na eh. Kpop stans won omg IBumbybee Because of masks that everyone has to wear. As more people were masks so less new cases arise.

Benta ng langis, konsumo ng kuryente sumadsad sa gitna ng Luzon lockdownGood News sana maging Mura konti gumaGamit Good for the environment miraculous')

Yes they have sound policies but they also have d resources which we dont. Ph adaptation na jan oh. tigerandragon Duh, we are not Korea! So a lockdown is needed to herd hard headed Filipinos. and this my friends is what we meant by 'solusyong medikal, hindi militar' bansheerabidcat sana all 'cos ppl there are well-disciplined

They have the resources, technology, institutions and health force to do it. It’s been an eye-opener for sure. DUGONG

TRANSPARENCY AND RAPID TESTING NAKAKAIYAK COZ THIS COUNTRY DOESN'T HAVE BOTH JennnGallardo baka pwede idagdag sa lilipatan

Yuchengco Group to give full-month salary to employees affected by lockdownThank you sa malasakit niyo to all your employees. For sure, the almighty will bless you more.

u shouldve stayed in ur home country Chengkeyy 😂 The PH and SK are different economically and politically. We have limited resources as compared to them. In terms of politics, it is too complicated to assess. As long as there are 'pasikat' among those you know.. flattening the curve may take sometime.

boranzohn Mass testing please!!!! must correct that… no lockdowns IF people are disciplined and cooperative mightymadmorgan Theirs is a country that relies on interdependency with other countries (they export gadgets, cars, pop culture etc), so as mentioned by their prime minister, their model could not be applied to all the countries. But one thing we could all learn from Korea is their massive

'TRUST is characterized by Transparency, Robust Screening and Quarantine, Unique but Universally Applicable, Strict Control, and Treatment.' Heto talaga!! Transparency!! Sana ol. plus cooperative citizens Luzon wide lockdown has flattened my wallet 😩 MEH. South Korean and Singaporean government will always be the opposite of Philippine government!Kahit pa sabihin na may discipline mga tao, ibang iba pa din their lawmakers are honorable.. dito pa-showbiz and trapo speeches during elections tapos pag nanalo.KURAKOT! KokoResign

👏🏻👏🏻👏🏻

Saw so many people saying sana gawin rn ng PH pero like ndi tlga puede. Good job KOR. Sooner or later those world leaders who lockdown will realize what theyve done to the world economy and the world will never be the same again..

DOH: 'just wash ur hands and stay home' philippine adaptation, perhaps? Mass testing is important. This is what we should do. the only thing this Manila Lockdown do to me is Fattening my curves.. AzureSkye27 Nag lockdown nman sila pero sa daegu lang ata since they recorded the highest case. Or balak ibulsa

And without any extra happy 'powers' I hope the national government reads this article and they better have talks with South Korea cause they're winning on everything
