“Dahil sa pagtanggal ng kafala system, ibig sabihin nito, lumuwag yung labor migration, yung labor mobility. Ibig sabihin, kung gusto na niyang umalis, gusto na niyang lumipat, gusto niyang umuwi, makakauwi siya dahil ‘di na kinakailangan yung exit permit,” sabi ni Olalia sa virtual press briefing ng Department of Labor and Employment.

Sa ilalim ng sistema, kinakailangang kumuha muna ng permiso ang OFW mula sa kanilang employers kung nais nilang lumipat ng trabaho o umuwi ng Pilipinas. "This new law, coupled with the removal of exit permit requirements earlier in the year, effectively dismantles the 'kafala' sponsorship system and marks the beginning of a new era for the Qatari labor market," sabi ng ILO.
