The House panel, chaired by Davao City Rep. Isidro Ungab, approved House Bill No. 1045, principally authored by Ilocos Sur Rep. Kristine Singson-Meehan, in consolidation with Deputy Speaker and Batangas Rep. Vilma Santos-Recto’s House Bill No. 3451.
Qurino Rep. Junie Cua, vice chairperson of the House committee on appropriations, proposed “simple” amendments to Section 3 of Singson-Meehan’s bill. “The initial funding of which shall be charged against the current appropriations of the Philippine Crop Insurance Corporation for the Registry System for Basic Sectors in Agriculture ,” he said.Singson-Meehan’s HB 1045 originally calls for the initial funding of P1billion which shall be charged against the allocated funds by the General Appropriations Act to the Philippine Crop Insurance Corporation for the RSBSA.
Santos-Recto and Singson-Meehan attributed the low participation of farmers in crop insurance to the premium that they are required to pay to participate in the program. Under HBs 1045 and 3451, full insurance coverage shall be provided to all qualified agrarian reform beneficiaries as defined in Republic Act No. 10000 of the “Agri-Agra Law” and who are actually tilling the land and capitalizing on crops as certified by the Department of Agrarian Reform .
Covered by the full insurance program are palay, corn, sugarcane, high value crops as defined in Section 4 of RA 7900 also known as the High-Value Crops Development Act of 1995, coconut, tobacco, aquaculture, livestock, and non-crop agricultural assets.
