The House panel, chaired by 1-PACMAN partylist Rep. Enrico Pineda passed House Bill No. 3147, principally authored by Pasig City Rep. Roman Romulo.Romulo said his measure calls for the creation of the Barangay Skilled Workers Registry, which shall serve as a repository of skilled workers’ information.
He clarified that divulging such information will be voluntary on part of the skilled worker, on whether or not, he or she chooses to register with the barangay. HB 3147 provides that every barangay shall create and make publicly available a registry that will serve as a database for all skilled workers who voluntarily register and are willing to make their services available in the locality.
The bill mandates the barangay to make the registry available to the public by posting a copy at the barangay’s bulletin board and/or at a conspicuous place within the barangay hall.
