Defense Secretary Delfin Lorenzana presided over the change of command ceremony between Gapay and the latter’s “mistah” or classmate, outgoing Army commander Lt. Gen. Macairog Alberto, who also retired on the same day.
Gapay said he aims to work towards the realization of the Army modernization program and enhancement of the Army’s land power capabilities. He graduated on top of his class at the Philippine Military Academy Batch 1986 . He has been serving the Army for 33 years. He was first commissioned into service on March 22, 1986.
Gapay climbed the military leadership until December 2016 when he became the deputy commander of the Eastern Mindanao Command and concurrent commander of Joint Task Force “Haribon,” the counter-terrorist task force created to secure Mega Davao after the Roxas Avenue night market bombing on September 2, 2016.
Meanwhile, Alberto retired as Army Chief for 14 months, having been its commander since October 2018.
