The Southern Police District said that Oscar Alcido turned himself in to Pasay City police at around 1:40 p.m.
Police added that the 72-year-old former inmate was convicted of robbery with double homicide on Feb. 2, 1993 and was released on July 25, 2019.The SPD said that Bernales was convicted of frustrated homicide and was freed on Feb. 27, 2016. Meanwhile, Florante Basid, a rape and frustrated homicide convict, also turned himself in at the municipal police station of Pateros.
He was released on Aug. 6, 2019, just less than a month before all GCTA beneficiaries were ordered to surrender. On September 6, Duterte ordered the re-arrest of 1,914 convicts released due to the GCTA law. He also gave a 15-day grace period for the released convicts to surrender or they will be re-arrested by the police and military.
