Former PhilHealth acting president Roy Ferrer
Ferrer was first reluctant to detail his knowledge but recalled that he learned it from investigating “unresolved cases” in the PhilHealth. Newly-appointed PhilHealth president and chief executive officer Ricardo Morales said he also has suspicions about the syndicate. He even called the mafia the “Mindanao Group”, which also has members from PhilHealth Luzon and Visayas offices.
Salvador alleged that the syndicate was also behind their resignation in their PhilHealth, as ordered by President Duterte following the “ghost dialysis” mess in the agency. But some of them were also present in the Senate blue ribbon panel’s hearing and were granted the opportunity to air their side.
