FactCheck: In Duterte’s message to the nation on June 21, he only called out Cebu Governor Gwen Garcia for defying IATF COVID-19 protocols in Cebu. Manila Mayor Isko Moreno was not mentioned by the President in his speech.

President Duterte dismissed Cebu Governor Gwen Garcia and Manila Mayor Isko Moreno from their offices.In Duterte’s message to the nation on June 21, he only called out Governor Garcia for disregarding protocols set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases, and said, “I leave the fate of Governor Garcia to the DILG.” Mayor Isko Moreno was not mentioned by the President during his speech.

In Duterte’s speech, he only called out Garcia for disregarding the IATF’s COVID-19 protocols in Cebu. Garcia pushed for the provincial ordinance and her executive order that required a day or two of quarantine and a swab test upon arrival at the Mactan Cebu International Airport , while the IATF required longer quarantine and a different swab-testing COVID-19 protocol.

Duterte said, “I see the wisdom in her view, but I said the overwhelming notion among us in government and the medical doctors simply do not agree with you. So, I leave the fate of Governor Garcia [to the] DILG .”I cannot make an exception doon para sa Cebu. Kung sabihin talaga nila ng task force na you have to go into a quarantine for 10 days, hanggang hindi nagbabago ’yan, wala tayo magagawaOn June 22, Garcia deferred to Duterte after being mentioned in his message to the nation.
