Navotas City Mayor Tobias Reynald “Toby” Tiangco is facing a complaint before the Office of the Ombudsman due to his reported failure to physically report to work, which resulted in unreasonable ordin

ances being imposed in the city.Former Barangay Chairman Estelito Bautista filed the complaint for graft, breach of conduct, and violation of the Local Government Code, accusing Tiangco of not reporting to Navotas City Hall since the community quarantines were first implemented on March 12, 2020.

Bautista said that Tiangco’s unauthorized leaving of his station is the “root cause” of the “runaway” enforcement of ordinances that have caused hardship to the citizens of Navotas, who have to pay excessive fines and penalties because of these. He likewise linked Bautista’s absence in City Hall to the “willful refusal” of the Philippine National Police to honor national government directives during the community quarantine.
