Nilabag umano ni Police Lt. Col. Jovie Espenido ang gag order na ipinatupad ng Philippine National Police sa mga pulis na kasama sa tinaguriang "narco-list" ni Pangulong Rodrigo Duterte.
Ayon kay Department of the Interior and Local Government Sec. Eduardo Año, nauna nang sumang-ayon si Espenido at ang mahigit 300 iba pang pulis na hindi magsasalita tungkol sa mga alegasyon sa kanila habang iniimbestigahan ang kanilang pagkakasangkot umano sa ilegal na droga. "Lahat sila ay nag-agree na gag order or they will all remain silent para matapos nang maayos itong adjudication. So I leave it to the chief PNP kung paano nya ite-treat yung pag-presscon ni Col. Espenido,” paliwanag ni Año."Parang gusto lang ni Espenido na i-explain yung sarili niya sa dami na lumalabas na story sa media. Pero, if I were Espenido, sasabihin ko lang na I will answer all these allegations and present my side,” aniya.
Nauna nang napabalitang isa si Espenido sa mga pulis na sangkot umano sa ilegal na droga. Natanggal din siya sa puwesto bilang deputy chief of operations ng Bacolod City Police.
