PDAFmo, so you co-mingled it with the money of Red Cross," said Duterte.[Translation: I want to know, did you really receive ₱88 million? Those are from your PDAF, if it is true. You ‘parked’ your PDAF, so you co-mingled it with the money of Red Cross.]

Duterte claimed the money allegedly pocketed by Gordon has been"lost forever and cannot be accounted for."The PDAF, popularly known as pork barrel, is a discretionary fund distributed to senators and congressmen to fund local projects.PDAF was abolished in 2013 after the Supreme Court declared its unconstitutionality after several legislators were found to have misused the funds. Gordon was not included among the lawmakers implicated in the so-called pork barrel scam.

Meanwhile, the President also accused Gordon and the PRC of botching COVID-19 tests, saying he had heard"many" false positive cases recorded in the non-government organization's testing laboratories.Duterte claimed that 44 out of 49 hospital personnel who tested positive in their first reverse transcription-polymerase chain reaction (RT-PCR) test taken at PRC's Subic laboratory, yielded negative results when they took the same test in other laboratories. headtopics.com

The President also claimed that 187 out of 213 Presidential Security Group personnel and some Department of Finance workers tested positive after taking the RT-PCR test at a PRC laboratory, but came out with negative results in their next confirmatory tests taken in other laboratories.

Duterte asked the Department of Health to investigate the alleged mishandling of COVID-19 tests made in PRC facilities."You could be putting more people at risk. You could be falsely adding to the total positive cases per day of this country," said Duterte.

During the address, the President again pressed the Commission on Audit to audit the PRC, even if the agency has no constitutional mandate to audit NGOs. Duterte insists it is subject to a COA audit because it receives funds from government agencies, like the Philippine Gaming Corp. and the Philippine Charity Sweepstakes Office.
