Duque said on Monday, Jan. 24, the Department of Health is clear in its position that vapes and heated tobacco products are harmful to health, especially for the youth. One of the provisions being opposed by the groups is the transfer of the “regulatory jurisdiction” over vapes and HTPs from the DOH-attached Food and Drug Administration to the Department of Trade and Industry.

At a press conference, former FDA director general Eric Domingo maintained that vapes and HTPs are not like the other “consumer products or construction products” that can be bought by just anyone.
