Although it would not focus on imposing penalties especially during these trying times, Zona Tamayo, regional director of LTFRB-National Capital Region, urged the public to cooperate with authorities and have their documents ready prior to boarding. “Vaccination cards are considered as public documents, hence, if you will use spurious or fake documents, this would be considered as a criminal offense,” he noted.
While there are some who failed to produce the documents needed, the LTFRB official said the implementation of the new program was smooth during the first day of operations as passengers abided with the policy. “Communication with our enforcers on the ground has been able to address the difficulty in the implementation, particularly on the requirements for the vaccination cards as well as those who are covered by the exemptions,” Tamayo said.
Duterte justified his directive to limit the movement of unvaccinated persons after various sectors questioned the legality of the restrictions, saying public good should always prevail over individual rights.
