It will be up to the local government units in the National Capital Region whether or not to allow minors outside their residence as pandemic restriction in NCR is downgraded to Alert Level 3, an executive of the Department of the Interior and Local Government said Friday, Oct. 15.DILG Undersecretary Epimaco ensing III said that minors going outdoors will generally be allowed in areas under Alert Level 3 under the guidelines set by the Inter-Agency Task Force .
He revealed having requested Metropolitan Manila Development Authority chairman Benhur Abalos to discuss the matter with the Metro Manila mayors. Meanwhile, DILG Secretary Eduardo Año insisted that the lowering of restrictions in NCR was justified with the improved coronavirus disease situation in the region.
Año explained that easing the restrictions in NCR has scientific basis and based on data that NCR has “already attained the vaccination rate of 80 percent of eligible population.’’
