Customs wary of possible smuggling of COVID-19 related medical supplies

Smugglers could use as decoy the shipments of personal protective equipment (PPE) and other medical supplies if the Bureau of Customs agrees to forego proper examination of such shipments, a senior official said Wednesday.

Without proper examination on shipments declared as PPE, medical supplies, and basic necessities, smugglers could take advantage of the situation and find another way to dupe the government, Assistant Commissioner Vincent Maronilla said.

He said that the proposal to release such shipments without being examined and cross checked and simply subjected to post entry audit purportedly to limit the movement of employees in ports “is good but only in an ideal world.” “Unfortunately, we all know that once we start doing this, it might be abused by a lot of people even in this time of crisis. Nakakalungkot na isipin na even in times na meron tayong pandemic na nilalabanan may mga mapagsamantala ,” Maronilla said.

“Kapag ginawa natin ito at walang proper examination na kinakailangan at hindi po natin gagawin through a risk-based program, e maaring maabuso ,” Maronilla stressed. While a special process have been put in place for all PPEs and basic necessities in the bureau for prompt release, without bypassing proper examination procedures, the bureau said it that its personnel are focused on securing the country’s border against smuggling.
