The meeting will instead be just among executive and congressional leaders on flexibility in dealing with the calamity, says Senate President Vicente Sotto III.

The supposed special session by the Senate and House of Representatives on Saturday to pass a ₱54-billion budget for the government's response to the COVID-19 pandemic was postponed, Senate President Vicente Sotto III said.

“Draft bill could not be finalized, so we have to meet first,” he said. “They want to discuss the parameters para malinaw at mabilis .” The two chambers of Congress have heeded the call of President Rodrigo Duterte to mount a session even though the Legislation is on a break. Duterte announced his request earlier this week.
