The suspects were identified as Wilfreda de Leon, 59, working as an Administrative Assistant II; Merlin Balbuena, 46, an employee under the Makati Health Department’s Sanitary Section; and Aisheen Mana-ay, 27.
Mana-ay then told her that she would process the documents and asked the undercover officer to pay P500 for the processing. The suspect was arrested in the entrapment operation.De Leon was then arrested in a follow-up operation at Makati City Hall Building 2. The suspects are facing charges for violation of Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
