“This is 11 (69 percent) cases lower than in 2018 and 30 cases (86 percent) lower than [the] five-year average (2014 to 2018) during the same time period,” the report said.

In a previous interview, Health spokesman Eric Domingo said children should be encouraged to stay away if they see someone using firecrackers because they might be injured accidentally. Garbin said with a 20-percent tax on fireworks and firecrackers, the cost would provide a “reasonable disincentive and makes the purchaser think more than twice by weighing the cost of firecrackers against other more urgent family needs because the excise tax will be collected or charged against the purchaser or consumer.”
Garbin preferred imposition of taxes and strict regulations on firecrackers rather than banning them. He stressed that banning would only create a black market for these products.
