The Interim Administrator, Presidential Amnesty Programme, Col. Milland Dikio , has said there is an emerging new wave of militancy in the Niger Delta fueled by substance abuse among youths in the region.

Dikio in the statement signed by his Special Adviser on Media, Mr Nneotaobase Egbe, said urgent steps should be taken to curb the emerging threat.
