The President, while signing the Order – Executive Order No. 10 of 2020 for the Implementation of Financial Autonomy for state Legislature and state Judiciary – on Friday, also constituted a Presidential Implementation Committee to fashion out strategies and modalities for the implementation of the provisions of the Order.
Gwandu stated that President Buhari acted in compliance with section 121 of the Constitution of the Federal Republic of Nigeria, 1999 ; taking into considerations all other applicable laws, instruments, conventions and regulations, which provides for financial autonomy at the state tier of government.

Can this be done by Executive order if the Constitution does not state it? Would the order have an effect if it's not Constitutional? I think we should be more concerned about the Constitution and the Acts.
